which languages i have to learn to develop a Responsive website

None, really. But if you want to be good at RD development, you'd best know HTML, CSS and at least some JavaScript.

HTML and CSS, and how they work together. Then get to grips with a responsive framework. Bootstrap is the most popular.

I am using Materialize CSS these days. To make customized responsive designs for various screens, you need to know CSS at best and how to write CSS according to different screen size.

These days it would be better to use a builder like visual composer or divi. They generate a ready responsive design. If you are using WordPress I mean.
It is the CSS that makes it responsive though: https://www.w3schools.com/css/css_rwd_intro.asp

For building responsive sites server side language is not important. What is important in making site responsive is HTML and Css.

Now days we are highly blessed that we have many CSS frameworks available like Bootstrap and Foundation.

BOOTSTRAP is highly used css framework and is very easy to use and 75 to 80% os responsive is done.

HTML, CSS, JavaScript, JQuery, and Bootstrap

HTML, CSS, JavaScript, JQuery, and Bootstrap is enough to learn for creating a responsive website.
