Try adbrite or any ad network that allows warez sites. Combine that with a "buy ad space" banner, which links to an advertise with us page...maybe someone will buy an ad on your site.

Give quality free stuff like web template, php scripts, etc... More traffic means more money

Warez seems too risky, unless you live in a place with weak laws.

There are countless disreputable advertising sites you can use, try going to some warez sites that you know of and take note of who is advertising on there.

I'm guessing most of your advertising will consist of barely-dressed women, based on my assumption that most people downloading warez are undersexed teenage boys...

Warez is not worth the investment as hardly there are some hosting companies that support warez sites. And ad-networks like google and adbrite kick if ads used on such sites. So better to avoid it.

Put a lot of ads on your website.

Post a lot of cracked Microsoft softwares.

Then, when Microsoft sues you, plenty of people will hear about your site and possibly click on ads.

Well, I'd have to agree that warez isn't that ethical.
But in answer to your question I believe AdBrite/Black Label Ads may accept it.
You can but try.
