Ad-network for non-content pages

I have a small website that has a few visitors and no real specific topic. On all my content pages I use Adsense and it works for me. The problem is that I now need to find a ad-network that I can put on all my non-content pages and:

- Accepts small clients
- Is some what inteligent at picking ads that work, rather than gambling ads
- Has a wide advertiser base,
- Pulls alright money

Does anyone have any ideas?

What kind of pages ?

Pages are:
- 404, 403, 500 pages
- Search pages
- Add link pages
- Contact pages
- Gallery pages (that have no text content yet)
- Pages that AdSense can not find matches for
- Dynamic pages (that may be along the lines of the site, but pages not aways spider-able)

I kind of had in mind an avertisment network that could use behavour based targeting or some Ai sort of system (if there is one)

What about banners for affiliate things? (Like the V7N program, for example)

you can use adsense but tell adsense to pull ads from another page if none is available. it worked for me in the past.
