need help to make a quote

Hello,
I have to submit a quote to a guy for some work on his website. The thing is that I never made website for someone else so I don't know how much that worth.

If someone would like to help me figure out how much that work could worth, that would be appreciate.

Here is the site: L'Aquilon
It's a french newspaper

The work that need to be done is the following:
-New design
-Include a subscription page. The site is free for now but they want to change that and charge to view the site.
-Include a search engine so people can search for articles
-Include a category section
-Include a comment form so people can comment each articles. They want to be able to moderate each comments before to add them to the site. I am not sure if this would be done with a email form or not.
-Add the actual content to the new version of the site.

To me that look like a lot of work. They need the new site by January so that allow lot of time to work.

any idea of how much that kind of work worth?

One idea is to go to freelance sites and see what's the average and then ask a bit more.
