It seems like a nice clean layout. I believe a person's eyes go where you would want them to: i.e. right to the purpose for your website and what it provides.
Some of the grey text in the banner and next to the navigation bar at the top looks a bit washed out to me.
I know this probably isn't the place for going after spelling mistakes, grammar etc., but it does make a difference to some people. For example, under the tutorial examples, the headings, such as "How to create a website with Microsoft Notepad?" don't require a question mark. A period (full stop) would be better there.
Overall it looks very good. If I were searching for info on building a site and found yours, I would definitely spend some time there.

I agree with SportsNarrative, it does seem to be a nice clean layout. What are you goals for this site? (ex. Provide information, create revenue, build a community, etc).
Small enhancements you could make are: Page: how-to-create-a-website-html4-tutorials.html
Change: Link the sub-bullets to take you directly to that point on the page. So, "What is WWW?" would take you right to that section of the "HTML 4.01 Introduction" page. Page: All
Change: I find myself getting lost as to which page I am on. It may just be me, but the I think it would clear it up a little if you removed the ""How To Create A Website | " from the
"How To Create A Website | How To Register A Domain Name" title on each page. We know we are on the "How To Create A Website" website, I do not see a need to repeat it in each title. Again, just my 2cents. However, this may increase your keywords, yada yada yada... Overall, you have a lot of decent content here. I did notice a couple of "Under construction" pages, the sooner you get those cleaned up the better.

Do you mention anything about color schemes on your website? I think it would be ironic if you did.

Well done. An ambitious project.
I hope I don't get flamed for suggesting it, but you might consider adding tutorials about how to build a website in Microsoft Word and Microsoft Publisher. These can be used as WYSIWYG editors. They are a little quirky, so a quick tutorial would be just very helpful to the uninitiated. Many business people already have this software on their computers. Making a website with this software will let people get their toe in the water before having to pay for Dreamweaver. I have also been told that there is a free WYSIWYG single page editor out there that creates cleaner code than Word.
Here's a nit picky comment. I'm on my laptop again, and it tends to blanch out the color of websites, but right now, the color scheme leaves me flat. More contrast and matching colors here and there might make it more visually appealing. In the logo, the pale blue lightning bolt doesn't seem to match the purple man. On the header, consider red or yellow, one font for the logo, and extending the background of the design all the way across the page.

Thanks for the comment. The WYSIWYG is a good idea. I will consider adding Word and publisher in as well
I will still add lots of videos, as I go along.
I will work on the colors and improve the layout of the site

The layout is not attractive, but I think it's OK.
You should add some animation or flash.

Nicely tailored simple layout - very important as you're going to be targeting 'newbies'
I think it's link-worthy for anyone who wants to educate the uninitiated.
I hope you keep it updated...
Only suggestion would be an RSS feed for updates
