I think they are both good and equally professional.
Free offers rule the internet and the .com site might generate more interest for that reason. The free offers really stand out well on the .com site. It reminds me of VistaPrint - a company that has been very successful at using free offers to promote themselves and upgrading users to paid services.
Your free hosting offer sounds too good to be true, and that's not a good thing. People avoid offers they don't understand. A savvy business person will need to understand what is in it for you, before he/she will be comfortable with the offer.
If at all possible, you might consider letting people build portions of their website and then buy it. CityMax.com does a great job with this. If people get sucked into spending hours designing a site they are proud of, they will be more likely to spend the $20 to make it real. If you can't go to that extent, you might also make a preview of the templates and control panel easy to get to. Invite users to do these things while they are reading about the free hosting offer.

Pretty Good
I think you have achieved the "professional" look, and blue is a good choice of colour. One thing I think you could improve is to de-clutter the homepage, as it has just too much content on it. Prioritise what you want to get on, put some stuff below the fold and just introduce some whitespace.
That would bring a few benefits: you could have a larger font size that is easier to read, and simplify navigation. It would be quite hard I know, as you do have a lot to shout about, but simpler is better.
Apart from that, I think the content is good. For that reason, I give it 9/10. I also agree with the previous reviewer about everyone being a cynic when it comes to "free" offers. But overall, pretty good, and good content.

Firstly I really like the design for velnetweb.co.uk
My first impression is that you seem to have threefairly distint areas of business ie. #1.Domains & Hosting #2.Design & Development #3.Business Services. It may be useful to seperate the three areas thus helping people to navigate and also decluttering the home page slightly.
Overall I like the layout and navigation, only one irritation springs to mind, the images on the web design portfolio page should ideally be links to the actual site, people may be sceptical that the sites actually exist if they cant see them.
I also like the full width layout, its about time designers realised that most people are using 1024x768 now and not 800x600.
Well done.
