Nice site
Disappointed though - not many tutorials or many subjects
suggest minimum of HTML, CSS, some Java Scripts
also some free templates (HTML & CSS compliant)
templates broken down by columns (one, two, three, four, and five) also fixed and floating)
free photo stock for banners
maybe a review of some editors
This will help the beginners, and there are more of them than experts
and they need more help (or information from forums) then the experts
also you need experts to help advise, you can't do it all yourself
How about giving recognition to the best answer, and those who post over a certain amount in a given time

For promotion, how many hits a day do you need to start.
Writing good tutorials does help, and if good, I will post them on my site.
Only getting about 300 hits a day now, but soon I will promote my site, and expect over 1,000 hits a day. My site is directed towards students, high school and college, some adult education. Still developing it (now only a little over 100 pages, but soon intend to increase about 50%. So if you can write tutorials directed towards students, any field (computers, web development web design, mathematics), any tutorial that will help students, and the word will spread.
The way I intend to do it, is contact school administration, teachers. and students. This is beside other methods. Hopefully they will like the tutorials and put it on their school web page, then many schools will be notified. If popular, your traffic should be explosive, (beyond expectations). Some advise, don't do photoshop if you can do GIMP (free open source). All free software can use tutorials, and because they are free, they do not have the support needed.
Makes the tutorials more unique and popular.

Shouldn't have to pay modirators, but another way, something of value besides money. Students are a good continuing source for moderators if they are taking courses in computers. They would probably do it for experience, and help on topics they don't know (they also get additional school credit). You probably need a good moderator (for tough problems) and several students for the less difficult. You should be able to get students covering different areas (ie HTML, CSS, Java Script, PHP, etc., also some hardware.
and OS).

I agree that you should try not using fixed width if possible.

Apart from that I really like how things look. Great domain, nice logo, and very clean simple layout. The one thing that I would change would be to make your forum headings blue not grey, as right now there is far too much grey - making things look a little plain and boring...

Nice design though!
