I think all your boxes should be the same width
I am not sure about the font in your logo but I understand why you used it, I may try a cleaner font for the tagline below it
I would also put your form closer to the top so people see it without scrolling

I think that's a nice idea to have an internet diploma but design looks simple to what I observe and the text box are all in the same size...but still it is great!

Interesting idea.
I think the design is perfect for the subject matter and the reader immediately understands what the site is for.
Two suggestions
1. The By Line - I had to read it a few times before it really made sense to me. At first I thought it was a mistake and it should read "make a difference" - but after re-reading I understand what you're saying. What about looking at it another way such as:
"Certify your web surfer proficiency" or
"Recognsing web surfer prowess" or saying something about the web surfer?
2. Have an explanation page of how this venture pays or doesn't pay for itself and/or have a highly visible privacy policy. Without that I think some people will hesitate to enter their details in case they get spammed.
Good luck with it. I love out of the box ideas like this.

I personally don't really see the point in the site, but it seems to be doing well, so good luck with it.
One instant problem that I could see was that your final diploma is made from several images spliced together, so it's impossible for someone to just copy their diploma as a single image if they want to print/save it or whatever.
You have a typo: "it will take your a max of 2 mins..." should be "you"
Personally I don't like the black 1px borders. I would go for a site design that fit better with your logo. Something like old ripped paper, and a more traditional, rustic look.
Oh also, a BIG drawing point for me would be to have a nice thumbnail image of a final diploma next to your form, so people can see what they're getting.

Like someone said - nice idea. I would re-design the bottom layout "Who obtained a Professional Internet Surfer Diploma?" for it appears in first impressions, to be like spammy adverts.

Your header - it has text and it's a bit blurry. There are ways to make it sharper, but why put text up in the header? Wasted SEO; the spiders can't crawl text that is in an image.
Why do you say when the website was launched? So recent, to me loses credibility.
Um, the point of the service? I read the home page and don't feel compelled to give my info; you haven't grabbed me. It seems like simple vanity or competitiveness or something, not a useful service. Feel free to convince me but so far, I'm not there. The red/white/blue always speaks of scam to me. I fear that if I give you my email address, I'll suddenly get tons of spam.

It's clean and easy to understand/navigate. I like it, and having it single-purpose really helps you to target your efforts.
Have you considered other options/configurations?

I think that you have a good idea but it may seen that your site is a one timer. If you want return traffic then you must set up something interesting and fun. Although having your very own internet diploma is cool too.

I like your layout as it is very clean and simple. The 1 problem I had with the site is the 'Contact Us' link at the bottom of the page, because it takes you to an outlook pop up form. I think it would be more appropriate to actually have this link take the user to a contact form page that is built into your Web site.
